if you meant 4 / (2 - 3i) then:

multiply both top and bottom by the conjugate of 2 - 3i, which is 2 + 3i

4(2 + 3i) / (2 - 3i) (2 + 3i)

4 + 12i / (4 - 9i^2)

i^2 = -1

(4 + 12i) / (4 - 9(-1))

(4 + 12i) / (4 + 9)

(4 + 12i) / (13)

4/13 + (12/13)i
