The engine is running fine and the drive belt and idler pulleys have been replaced

This model has the hydrostatic transmission and in the past had a problem with debris getting cought up in the transmission. That time it didn't move at all. I visually checked for debris and didn't see any.

A lot of engines will sit in neutral and rev up to high rpm and sound perfectly fine until you put a load on the engine. That's where they break down,I would do a compression check to eliminate loss of compression to start with. The next step if the compression is fine is spark and timing your manual should cover that. Of course this is all applicable assuming the drive train is one hundred percent as you have indicated.

If the engine is not the problem it must be the belts or the transmission. Are you positive that you put the correct belt on? Was it acting this way before you changed the belt? How about the brake? Any chance that the brake is staying on? I know on our craftsman with the auto transmission there is a procedure for purging the transmission.

Without knowing what type etc. the first thing to do is check and clean or change the air filter. Next check and clean or replace the fuel filter.
