Well, if there is considerable illiteracy in the Philippines, that would definitely contribute to the poverty problem. People can't get far in this 21st century without a good command of their own language, and also of English, Spanish, French or German or perhaps one or two other major languages. And I mean specifically reading and writing to the extent that makes participation in the global market possible.

You are apparently in the Philippines, and presumably in a position to find out what the literacy rates are. But I will tell you this: I think declining literacy in America is already a huge problem, and if your country has literacy rates significantly below that of the U.S., you are in deep, deep trouble. Participation in the economic life of the country in any meaningful way requires a good command of reading and writing, and frankly, probably of English.
