even if you do not like gothic stuff you can go to hot topic, they have alot of punk rose brand flats that are really nice. they are like 40 dollars. go to www.hottopic.com
also if you like the girlyish ones try stevemadden.

marshalls also has some pretty nice cheap ones as well as bobs. try those places

Well I have like 5 pairs and I would have to say the places where I saw the cutest flats where places like Claire's, Nordstrom, Macy's, Mervyn's, Payless, Steve Madden, and Hot Topic.

payless flats are real cute and cheap. they sell american eagle flats at payless too. u should check it out
