Generally, no, provided that the video card is decent, and you have a fairly recent operating system. Windows 2000 or XP should be fine, but Windows 98 "might" have problems.

Probably not, just make sure the new monitor uses the video connector used by your older computer.

you may need an adapter to change your vga connector to a dvi
