George Washington was the best Commander in Chief by far. He had the chance to rule the freed colonies as King yet he choose a path which allowed others to be.

The choice is between Abraham Lincoln (GOP) and Franklin D. Roosevelt (Dem.). Lincoln faced the gravest threat the nation has ever faced - the Civil War - and saved the Union. This was despite having inadequate Commanding Generals of the United States Army until 1864. Winfield Scott was too old; Despite being an extraordinary planner, he was not prepared to lead the Union to victory. George B. McClellan was too reluctant to engage the enemy. Henry W. Halleck was unable to direct his armies effectively. When Lincoln found U.S. Grant he had a general capable of victory.
Franklin D. Roosevelt brought the nation out of the Great Depression, mobilized for war and saw the United States emerge as a superpower.
Neither man stayed entirely within the law, as Lincoln suspended habeas corpus and some elements of Roosevelt's New Deal were disallowed by the Supreme Court, but they were each the indispensable man at a difficult time. One might suspect other Presidents, in wanting to match them in the nation's regard, may have sought conflict where it was unnecessary.

Dwight D. Eisenhower, world would be a giant smoking crater if it wasn't for him. Best military commander (oversaw D-day invasion) and Commander in Chief in American history.
Kept the US and USSR from dropping nukes all over the place in a very critical time of the Cold War.

In the time since presidential approval ratings, the folks who got the highest ratings were Eisenhower and JFK.
In the time before I think you'd have to say FDR and Lincoln. FDR got us through WW2 and was elected four times - that'd be unheard of today even if we didn't have term limits. And Lincoln held the country together in the Civil War era.
P.S. To the Reagan lover who corrected me, I don't know what you're smoking, but it's not working for you. Reagan's rating was never over 65% and it dropped below 40 at one time. In our life it would be Patton but he was not a commander and Chief so I have to say I wish he had been.

Ronald Regan bring down the USSR. and Dealing with Communism on all fronts and wining over the left at the same time.
