best colleges for music in southern California?

my friend is looking for a school with a great music program

he has to stay in southern california so...any suggestions?

USC hands down has the best program. UCLA would be second, perhaps Cal Arts if he is looking for a conservatory-style education, with everyone else following that.

Have him try The Southern California Institute Of Music.
