I would think so, since privates are covered, but don't you think she might attract attention, no matter what her shape? I was at this club on the beach and there was this girl wearing the tiniest thong of a bikini you could imagine. All eyes were upon her. Attention ho!

Yes.
However, the police might tell her to leave or cover up if they think she's causing trouble or something; but not arrest her. For example, if guys where running red lights because they were staring at her instead of watching the road.

I guess it depends on the city. They could walk on the beach and nearby streets in public. I don't think they can in the other parts of the city.
