The store chain stocks certain items and the stock is standardized. So in some places what they have may or may not be legal. Also they may not have reacted to local or recent changes in the law.
In Texas last year the law was passed that you can't cover up any part of the auto license plate. Even if the number and all the symbols are visible, if you cover up part of the steel then it is illegal. Yet auto stores still sell license plate frames, in Texas they are ALL illegal.
I don't know exactly which law you have run afoul of, but the store stocks it because somewhere where those stores operate it is legal to use that equipment.
Recently, I needed to get into my car when I locked myself out. The rules on burglary equipment are clear, it is illegal to have. So that would include a "Slim Jim" a long piece of steel designed to slip into a window and pop the lock mechanism so you can open the car. I needed to get into the car and couldn't afford to pay a locksmith. I tried the police, but they wouldn't help, so I went in search of a "Slim Jim." I found an auto parts store that would sell it. They were reluctant to say so though because the clerk wasn't sure about the law. If the customer was a fire and rescue group then the tool would have been legal to sell, but a private individual could use it for whatever. Supplying tools to a thief is illegal if you know that those tools will be used in a crime. I told the clerk I wanted to get into my own vehicle, but I could have been lying. So the issue was questionable, but in many states the sale of "Slim Jim's." Isn't a problem, so the national chain stocks it.

Neon lights aren't illegal.
Neon lights on your car are illegal in alot of places.
They see them as a distraction and they could be mistaken for a police car or emergency vehicle.
"City Lights" in vehicles are also illegal for the same reason. Little light bulbs of different color than white in the headlights and tailights.
