Possibly the chain but they really don't stretch that much. The cutters should wear out first.

Check the drive sprocket - they do wear down eventually. Also check the bar itself. If a bar isn't flipped regularly it will wear excessively on the cutting (bottom) and become concave.

Perhaps it's a bit of everything.

I didn't want to question your chain skill basics but I gotta agree with the question about the guide hole being aligned/engaged was the one I though of first.

Probably New Chain, also while you are looking at it make sure the sprocket does not have excessive wear. The sprocket is like the pulley for the chain many times the sprocket teeth will wear and cause excessive wear on chain and many times slow the chain down while cutting.

If the chain is otherwise in good shape, you can have it shortened. Are you sure that the adjuster is in the hole in the bar?
