do tariffs help or protect young industries?

Tariffs can be of assistance is getting new business started. It is just that as with most thing tariffs make business comfortable and assure them of a profit. They, as others have, will become addicted to tariffs and plead for extension year after year intil they are "ready" for competition.

All I know about tariffs is that they caused the Civil War, and helped bring about the Great Depression.
