People who have too much time on their hands. People who want to make money from the viruses and trojans by creating botnets. Sometimes these people are just script kiddies, kids who don't know very much but modify existing code. Sometimes these people are sophisticated crackers with deep knowledge of the platforms they target. Sometimes it might be your average University student just wanting to do it for fun and as an experiment.

there are those who create problems without viruses just compromise a server cause problems by inserting a code into a legitimate sight often a popular site maybe like this one and trick those using it into componding the problem. hackers usally sais to create these as well. or could happen on their own when a computer malfunctions . above stated to be case in news article

If you know how to program, I think it is enough to make a virus.
Virus actually is a small program, it deponds on your experience how to access system files or user's files through this program, then you delete or modify or take a copy from these files.
So, programmer is the one who makes viruses.
