If it was one of my close friends I would call their parents. Marijuana is not like it was back in the 60's. This stuff is more potent, and smoking for appearances or to have a good time is not worth an addiction that could ultimately ruin their lives.

Eh, if they were sitting right next to a car and I thought they were going to drive,if it was 'kids' or if there children there, I'd probably stop and talk to them and see what was up. If they're adults just walking down the road, NOPE. Their decision, their life.

I would call the police and give them the license plate number and a description of the offender(s)

in a car? yes , standing? depends on the place. stupid pot smokers do it in public and this makes them seem mentally slow.
