As EB said, it could very well be a fungus. A good fungus medication like Maroxy or Fungus Eliminator will clear that up very quickly.
Since it started on his face, I would also suggest it could be columnaris, a bacterial infection.
Th fungus treatment will stop the spread of the fungus within 2-3 days and have the area looking better ( but not healed) within 5-7 days.
If the areas continue to spread and look worse after you have treated for fungus a few days, then it's likely to be columnaris. I would recommend Maracyn TC to treat that.
