That could be difficult, as a new wireless router could cost at least $50, the card for the desktop computer would cost about $30, and the cards for the laptops, if they do not have them already, could cost about $50 apiece as well. And these prices are only for 54Mbps cards; the ones for N cards, which are faster, cost even more.
Your best bet is to buy them used, either from eBay or another site that sells used items. The equipment may be somewhat cheaper, although you may still find it to be expensive.
If the laptops already include a wireless card, then you do not need to buy a new one for them, but since the card is likely a 54 Mbps G card, you will receive no speed benefit by purchasing a newer, N card, because they will operate at the same speed regardless. So, most likely, you will need to buy:
1. A wireless router. Should cost you between $30-60.
2. A wireless card for your desktop. Should cost you between $20-40.
No matter what, this is going to cost you some money, although it depends somewhat on what you already have; if your laptops are old, they will be more expensive to get onto a wireless network.

Easy:
1) Get a DSL or cable net connection
2) get a wireless router
3) If they don't have wireless, get 2 wireless cards for the laptops
4) Get an Ethernet cable to hook between the router & the desktop (or get another wireless card for the desktop)
5) I'd suggest buying all the same brand for compatibility and performance.
6) After it's hooked up and working, be sure to enable the highest supported level of security/encryption on the network

If you have DSL, the best way is to buy a DSL modem with wireless built in. Otherwise, costco sells wireless DSL kits to hook a latop and desktop together. Check Ebay for discounts, or even office depot or staples for coupons. You should be able to do it for under $100. If you use Ebay, it should be even cheaper. I'm assuming that your laptop is not already wireless enabled. You should check that first. They will save you some money.

Most laptops have built b/g wireless so that wouldn't cost anything yours do. You could put the wireless router next to the pc so you could just run an ethernet cord from your router to the computer. If you need to connect the pc wirelessly you can buy a Belkin usb wireless network adaptor for $35. If you dont have a wireless router you can buy one for not too much, unless you need a lot of coverage.
