My betta had to be in a small jar for about two weeks, and when I moved it to its 1 gal jar, I noticed that its eyes were really bulgy! Here are some pictures:

It looks like your betta has popeye
Change the water of your tank and put 1 tablespoon of aquarium salt in there
But also get at least a 2.5 gallon tank with heater and filter for your betta, it's going to be much healthier and happier in there and you can prevent diseases like that on him
You shorten his live dramatically in a small bowl, they will only live up to 2 years in there, but in a heated and filtered tank, with proper care, they can live up to 7 years

Hope that helps
Good luck

Your poor Betta has Popeye. You will need to treat it with Maracyn-Two. Treat it for the full 5 days even if the eye looks better. Betta's who live in a jar or bowl with no heater or filter will get sick more often unless you do proper maintence every few days. Please buy him a suitable home that is atleast 2.5 gallons with a heater and a filter.

This may be pop eye. Try checking out this link, it has a lot of good info on pop eye, which is not actually a disease in itself, but a symptom of another underlying problem.

The site in the post above is terrible! Don't go there! Keeping bettas in vases is a horrible practice! Closing the top of the bettas container with a plant keeps the fish from being able to breathe as well as fouling its water!
