While it is not entirely clear who the "she" in the song refers to, there are various plausible interpretations. One interpretation suggests that "she" is the train that will be coming through the tracks that are being laid out by workers. Another possible interpretation suggests that "she" refers to union organizer Mary Harris "Mother" Jones going to promote formation of labor unions in the Appalachian coal mining camps. White horses are a symbol of the mythological stature of Mother Jones and the rest of the song is related to the celebration which would ensue after her arrival.
Currently the song is usually sung in collections of children's music with slightly different lyrics. The song has been recorded by musicians ranging from Pete Seeger to Barney the Dinosaur.
Harking back to the original lyrics of When the Chariot Comes the song is sometimes referenced in relation to the end of the world, most notably in The Illuminatus! Trilogy and the comic book Promethea.

First, who wants to bet that, "Sugar Pie" smells like patchouli. Second, "Bensbabe..." nice answer! Very encylopediaeey. Now, to answer your question. The song was written in the 19th century as a precursor to women’s suffrage. It has long been believed that in spite of age and gravitational effects, the first part of the female anatomy to appear when a female maneuvers a corner are the breast. Because men could see that the power of women was easily illustrated in the protruding chest that, on its own, demanded attention even if unintentional; the line was created from a childish metaphor relating breast as mountains. It seemed fitting to the silent women behind the scenes of the song writing because it showed power and stability like a mountain. During this period societies still heavily believed ignorant ideologies of a lack of need for the female orgasm. This became a play on words in the line. Combined, the statement was indicative of the power of a woman’s ability to stand alone—strong; and with the ability to do for herself what men were incapable of conceiving as important. This created the impression of stable, female sexuality verses the typical male uncontrolled sexuality.

I don't believe SHE is ever identified, but I do know what whoever she is, her arrival is greatly and joyfully anticipated. She'll be driving six white horses, and she'll eat chicken and dumplin's, and we'll all run out to greet her. This is someone they REALLY want to see.

sainljs69 need to go to the Grand Tetons to get over his fixation.

BTW, didja ever see a TRAIN eat chicken & dumplin's?

"She" is not specified, so it can mean many things to everyone who sings the song: their mother's return, a lady love, or even an inanimate thing called "she", much as the way a boat or ship is called "she."
