weed is only legal in California, you have to have a medical card and you buy the weed at weed stores , you can get a license to grow it and sell it to weed stores

Federal laws and state laws are largely independent.

States can make drugs legal or illegal, depending on how their state laws are written. Some states have a general law banning drug use, but make an exception for medically prescribed marijuana -- in effect saying that the state will not prosecute such usage.

Federal laws also prohibit drug usage. And they are prosecuted separately. So, the federal agents can still arrest and prosecute you for using marijuana, even if it is legal under state law.

This has been litigated in federal court. Until Congress creates the same exception, the federal govt can still prosecute you even if what you are doing is legal under state law.

Sure. It's simple. The FDA has looked at the available data and placed marijuana in schedule I, because there are no proven medical benefits and a substantial risk of abuse.
Additional state laws vary but are secondary to federal law, so they really don't count when it comes down to it.
