The only strengths the 'Cats' have to play are their corners and ends on D. The Saints made numerous upgrades so that's a push. Couple that with fact that the Saints are 4-2 vs Carolina over the last 3 years (Yes, that includes a split in the year of Katrina) and the Panthers have alot to prove.
They may split against the Saints, because they always play NOLA tough, but I doubt it.

If Delhomme can stay consistent, one of the other recievers step up, and they can stop the Saints high powered offense then yes. Right now I would say no just because the last game of the season the Panthers barely beat the Saints second team with their first team.
