He isn't sick, you just aren't giving it proper conditions. Bettas are tropical fish that require water at about 80 degrees. When forced to live in cold water, they get very sluggish and sit on the bottom. Get a heater for the tank, and if it is in a bowl, get it a tank or its health will spiral downward.
By the way, a properly cared for Betta lives about 5 years, 7 isn't uncommon though.

If you don't see any obvious signs of sickness it might be ok
Do you have it in a bowl or a tank?
You're suppose to keep a betta in at least a 2.5gallon heated and filtered tank
In a bowl or a vase you will shorten his life dramatically and will only live up to 2 years, but in a tank with proper care it can live up to 7 years
Do you have a real plant in there? They love to rest on them
Most likely it's just resting on the bottom or it's not happy because you have confined it to a small space :-(
Give as a bit more info
Also they love to be in warmer water like between 76-82 degrees
And if you have a light, you're suppose to turn it off for 12-14 hours at night and leave it on for 10-12 hours during the day

Hard to tell. Might be the water is too cold. Air conditioning can lower the dewpoint and his water unless it's heated. temp should be 70+ f .Almost covering the top of his glas may help but don't do anything rash like put him in a window. the variation in temp would probably kill him. Fungus is a cloudy coating on the scales. They have treatments in your local pet shop for it. Also Betta's only live for about 2 yrs

I had a beta that did the same thing and it was because he was sick. Take him to a vet so he can help your fish. Don't wait too long, since mine die after a week of getting sick and I couldn't save him. Also, check the type of rocks your putting and how often your changing his water and remember that you should use distilled water or filtered water, maybe he's sensitive to the clorox of the normal water. It definitely could be sick. It also could have to do with the ph. Test the ph and see if its around neutral.
Or maybe the temperature is not right. It could be multiple things.
