well you would not be able to breathe in the balloon due to lack of oxygen. But that aside, yes you would say it in a squeaky voice. The reason you talk higher when you breathe helium is because it is less dense than the air we breath. The air we breath is made mostly of nitrogen which has an atomic mass of 7. Helium on the other hand has an atomic mass of 2. However if you were stand in a balloon filled with a heavy gas such as radon (atomic mass of 86), assuming of course you weren't killed by it, then you would have a very low voice when you talked.

I do not know what the stuffy Physisisisists would do, but I are a Engineer. I would sing ,
" We represent the Lollypop Guild, the Lollypop Guild, the Lollypop Guild. And in behalf of the Lollypop Guiiiiiid. We welcome you to Munchkin Land."

And you can do it on one deep breath too, if you sing fast. And of course it is better if there are a couple of you doing it. And you kind- of twitch your shoulder as you sing it out the side of your mouth.
