First you want to get rid of the bracket on the right which gives you:
11x-0.07=10x-3.1
Next you get both terms with x and both terms without x on the same sides respectively, so add .07 on both sides and take away 10x gives you
(1) x = - 3.03

Distribute the 10 on the right side of the equation.
11x-0.07=10x-3.1

Subtract 10x from both sides and add 0.07 to both sides.

x = 3.17
