Yes, sometimes. So are euthenized large and small animals (the chemicals used for euthenization don't cook out) and cancerous portions of beef and chicken that don't get approval for human food. It's all steam cooked down for the animal pet food industry and is sold as a 'meat meal' source that can legally be added to boost the protien levels in the food.
There's a book called The Food Pets Die For or something similar, which lays it all out for people, it's a horrible thing to read.
You can google 'what's in pet food' and find a lot of things on the internet as well.

First you must realize that the production of pet food is highly industrialized, meaning little variation in the product. In order for road kill to be used you would have to imagine people driving around and looking for it, then taking it to the factory where it would be dumped into the rest of the ground meat. Seems VERY unlikely, and counter-productive.

That is true, I read that in Pet connection.com a while back during that recall. People that blog on there found out about it.
I found 2 sites that tell about road kill in the cat and dog food.
Read these and then you will believe me then.

They wouldnt' be able to make it the same all the time if they did that. They would have to breed dogs like cattle, but then you would have to feed them too. It would be a never ending cycle. Roadkill is usually buried or burned somewhere.
