One half of my backyard has tons of sand and the other seems like there is some dirt, but i wouldn't want to spend tons of money to put grass. And is it okay to put artificial grass on the sand?

Artificial grass, are you serious or joking, lol. I hope the sand isn't the start of a desert somewheres.
I would suggest that if you want grass and don't want to spend a lot of money then you should look into recycling programs in your area and see if you can get free compost made from leaf recycling. You will have to put in some manual labor to get the compost and to spread it. Then you will have a good free base to plant grass seed on. Plant your grass seed water it well everyday, don't let it dry out before the seed can take root and watch it grow,

Where are you located? What is your climate like? Do you have irrigation? Is it sun or shade?

Sure go ahead and put artificial grass on the sand. That's your choice. Might get a little hot depending on where you live. Slightly expensive.

have some top soil haul in and till it in with the sand just make sure you mix enough top soil with the sand then plant your grass seeds

have dirt hauled in and once that is spread out and a good layer placed down , then have sod put down over the dirt. keep water and it wont be long before you have a nice looking lawn.
