Why did Mao keep changing his 5-year Plans, and how would you explain his failures?

well, i can't give you a super educated answer off the top of my head, but one reason for both of your questions is that he was crazy. and a very poor statesmen. perhaps a good leader--he inspired people--but very bad at the actual day-to-day management of a country, even worse at making 5-year plans.
