For fear of catching the eye of a pervert! When we do not want to talk or make contact with anyone we walk with our eyes watching the street. Another reason could be lack of self confidence.

If London is anything like where I live, it's probably to allow them to navigate the positioning of their feet, so they don't trip over a paving slab, or fall down a hole! Then, of course, there is the dogshitt. And there are occasionally dead homeless people that should be avoided. Just imagine breaking your nails after falling over a dead person, you wouldn't be able to sue anybody! That's more in the winter though. All in all, walking in England is a pretty risky thing to do!

Actually, we're all really miserable in London, because people treat us like circus animals and post questions about us on Yahoo Answers ;)

I lived in london and now i have moved nearer to the country and i always walk looking at the floor so as not to make eye contact.

Most likely because eye contact with another person most often causes problems (either being hit on, or people out looking for trouble). And since most single women have no one to protect them from such (who wants to get involved with one on behalf of a stranger? and who would trust those kinds of people?), they try to avoid the issue by avoiding other people's eyes...

Here's another one. When you see these women with their sunglasses on, can you see their eyes behind the sunglasses? If not, are they still looking down? If you can't see their eyes, then likely they don't have to look down. Of course, if these women were allowed to defend themselves (by law & by custom they are not) then maybe they might be looking up more often...

i think most people do that anyway. People are too scared to make eye contact with each other. It's like they're afraid of being accused of acting like humans

Looking down is a submissive behavior. I think subconciously they're (and by they I mean we, I do it too) trying to make sure that nobody thinks that they are challenging anyone.
