1st off without proper diagnostics you cannot get a proper repair, with that being said...
2nd, it sound like you have one or two different problems both of them dealing with the fuel system, the first being a fuel pump going out on you therefore loosing it's prime (most likely), the second being a vacuum problem.
My advise to you would be to take it to a trusted and certified technician that can do the proper diagnostics and give you a proper repair.

Go to AutoZone, Oreilly or any other local auto part store to have a free diagnostic service done. That'll give you the Trouble Code and tell you what's wrong with it. They get those codes by hooking up a hand-held unit to your car. But if the Engine Light is ON, get it checked ASAP. You don't wanna make it worse by procrastinating it.

oh yeah don't worry nothing is wrong.
just leave your car running and wait a while until your car engine heats up and then your good to go.
leave your car in the garage this will reduce the chance of your engine getting cold...
but yeah its happened to me when there's snow outside and you leave your car out there then yeah your engine is going to freeze...but if you think its a more serious problem, (which i don't think it is) then you can take it to an auto shop and ask them...

first check the battery.load test it and replace it,if it fails the test.and then hook it up to a reader and see what code is causing the engine light to come on....and this is the cause of the engine not starting,in most cases...

if your car is fuel injected, it could have a bad temp sensor for the computer, so when its cold the computer doesn't know to give it more fuel
