There is a world market in wheat just as there is in oil. The price usually varies between $150 and $200 per metric ton or less that 10 cents a pound wholesale. Retail prices will depend on the distribution system but in a country as poor as china where a large number of people still live on less than $2 a day, the markup can not be much. ( a pound of wheat a day provides enough calories for one person to survive)
In the US a 10 pound bag of white flour is between $3.50 and $4.00.
