Poor funding and Bad logic

I'll give an example of bad logic used in the last 5 years.

Back when Mad Cow was hitting all the news it came out that we only test 0.1% of all our beef for the disease. The FDA defended that tiny portion of testing and infact DEcreased testing on THIS logic - "Well since we almost never get a positive hit for Mad Cow we are going to decrease the amount of testing in order to more effectivelly combat the problem."(paraphrasing there)

Does everyone else see the problem here? I'll explain.

Lets say I'm an EVIL rancher who owns 30% of all of the cows in the US, mostly in Texas and New Mexico maybe. I really hate my cows, I've grown sick of being a rancher, so I've let an infection of Mad Cow spread throughout all the herds and will send every one of them to the slaughterhouse this year for consumption. I have to make back my investment of course...
Now the government only tests 0.1% of all the beef. This year none of my cows are selected for testing. They take a few tests of cows from alaska and maine. After finding their tests negative they declare all the beef in the US is clear of Mad Cow for another year! Yay Beef Ranchers!

But infact because I was an unscrupulous rancher, 30% of all beef that year is contaminated and will infect the populace with Mad Cow.

Less testing is NEVER the answer.

From what I can see, it's next to impossible to insure that all food is safe all the time. It takes months or even years to move new pharmaceuticals through all the paperwork and trials, so there's simply not enough time/manpower to test every batch of kibble that gets shipped stateside. While drugs can be registered and tested slowly, there aren't enough inspectors in the world to monitor every shipment, factory and farm in the US for contamination.

The FDA does not police the food industry, it sets standards it is then up to the companies to live up to those standards if they fail and they are caught doing it (knowingly) they lose the right to conduct business in the States.

yes it is going through inspections everyday so in the long run they just might have something to do with it over letting it through those lines.
