Pansy Parkinson.

Pansy Parkinson is the only logical choice.

Based upon the books, and not the looks of the movie characters, she could have had any color hair or eyes and thus been the mother of a child that looks almost exactly like Draco.

We are only told that she has a hard face and a pug nose.

She was in Slytherin House named Prefect with Draco. She gets upset when Draco was attacked by the Hippogriff and follows Draco to get medical care. The two went to the Yule Ball together. Also on the train to Hogwarts in Half-Blood Prince, Draco has his head in her lap.

Pansy is the only female student to follow Draco and always spout his current position. Anyone else would have been a surprise. If Draco changes his outlook, Pansy would probably change her's as well.

Probably not Pansy. Draco seemed to go through some sort of development in this book, and let's face it, apart from the fact that she worships the ground he walks on, she's essentially silly and not that special.

I don't think it was Pansy. Pansy has blonde hair. (I could have sworn I read that in one of the books) Anyway, I think Harry would have known who Pancy is and in the book it seems like he didn't know who the dark haired woman was.
