Victoire- it's a French name.
Obviously the daughter of Bill and Fleur. Named for the victory over Voldemort, probably born the year after his defeat.
BTW, it's Teddy LUPIN who kisses Victoire- he is named after his grandfather Ted Tonks, and he is the son of Nymphadora (nee Tonks) and Remus Lupin.

James...Ginny and Harry's son... So cousin on Ginny's side. So Bill's, Charlie's, George's, Percy's... Victorie is a french-ish name, so we can assume it's Fleur and Bill's. Only because Percy would name his kid something pompous, George wouldn't have kids, and Charlie is too down to earth for a fluffy name like Victorie. At least that's what I thought about when I saw it..

Her name sounds french, so perhaps Bill and Fleur's daughter. Remember that since Bill is Ginny's brother, they would be first cousins.
