Yuma, Arizona is the sunniest city in the US. Florida calls itself the "Sunshine State" but that is just a marketing gimmick--it should really be called the "thunderstorm state." Yuma's percentage of annual sunshine is 90%. It's beautiful there year round, and pleasingly warm this time of year.

It must be Southern California.
Oh no,I have just done a little research,here are the results with the percent of possible sunshine annually.These are for the big cities,you might want to look for smaller towns in their area.
Las Vegas,NV 85%
Phoenix,AZ 85%
Albuquerque,NM 76%
Los Angeles,CA 73%
Miami,FL 70%

Well,from these definitely California is the least hot.

Pegminer is right....Yuma is the sunniest. But also it is very HOT there. I live in Payson Arizona and we get plenty of sunshine also but it is cooler because our altitude is 5000 feet.
Which causes another problem and that is that the winters are too cold. I think Goldilocks would opt for Sierra Vista Arizona where it is kind of in-between..about 3000 ft altitude.

Hawaii, I think has one of the most constant year round temps but high humidity and rain can be a problem

It might be Vista, California. I was told that it has the most constant climate. The weather there doesn't seem to have the big ups and downs as most other cities. A very pleasant place to live, weather wise.
