I have a 36"(3ft or 90cm)x15"x12" tank and i have 10 plants - I have just ordered another 25. Will 35 plants be too much or will the fish enjoy it even more?

If you have that many plants, you are going to need amazing lighting, strong fertilizers, and constant CO2 injections. The plants will end up choking each other out, so your groundcover will probably be the first to go. As long as you do monthly trimming, it should stay reasonable (and you won't need CO2 or ferts), and your fish will have a planted paradise!

By the way, Silver Dollars and Pacu are completely different fish, Silver Dollars get about 6 inches, and Pacus get a couple feet.

I keep puffers and the one thing that is very important with a Dwarf Puffer tank is that no matter what kind of plants you use, you want to use a LOT of them! Dwarf Puffers need places to establish territories and will do best in heavily planted tanks. The plants also break their lines of sight and will cut down on their aggression towards one another. The other purpose that the plants serve is to add complexity to their environment. In a more interesting habitat, the puffers' curious and explorative nature can really be seen. They won't spend so much time swimming up and down the glass out of boredom.

So, its all about what kind of fish you keep

Well it depends how many fish do you have, you don't want then to suffocate also you want your fish to swim and have room and last consider how big the plants are.
