I think they would have to go behind the bike shed or in the playground, I doubt they would allowed to delve into their lunch box anywhere else!

You're being super charitable, calling the school cafeteria a "restaurant". The food is not what you'd expect from a restaurant, more in line with what you might expect from a war-zone military mess hall. (And not one from current-day--I'm talkin' Korean war era...)
I often brought my own lunch and sat with my buddies and no one cared. They want the kids to eat in One place, and not junk up classrooms or common areas with food wrappers and stuff. They'll probably MAKE the kid with the homemade lunch eat with the others...

In my day, which is between 10 and 20 years ago now, they could. And in my day, the "school restaurant" was the "school hall".
