It's a measurement of how tight the bolt or nut is tightened, and it technically is a measurement of how much the bolt is stretching as you tighten it. You need a torque wrench. It can be set to any ft/lbs setting, then you just tighten it until it reaches that setting. Some have a gauge, some click when they reach the setting. Any auto parts store has them. It looks like a socket wrench, only bigger.

It just means you need a torque wrench and to tighten the bolt to 37 ft lbs.A torque wrench is a good investment if you plan on doing much automotive work as most bolts require torqing.Head bolts exhaust manifolds intakes all require proper torque settings. Most torque wrenches use half inch sockets.

37 lb/ft is a low setting for most common ft/lb torque wrenches but you can use an in/lb wrench instead just multiply you ft/lbs by 12 to get a proper reading and torque away

If you want to tighten a bolt/nut to a specific torque you need a torque wrench. They aren't that expensive and you probably can rent/borrow one from Autozone.

You will need a torque wrench for this. you set the torque reading on the wrench and use it until it pops or reads the correct recommended torquing.

Personally all tourqe requirements are crap just tighten it down tight and your akll set. But if you must play by rthe rules all you need is a tourqe wrech of any pound rating and pull 37 in one pull or however many needed to get there..
