Who offers 0% Financing on Manufactured Homes

That would be no one, as they would loose money each month and that is not a great plan.

Mobile home loans are typically higher interest then for real estate. Not many banks finance them at all since they depreciate in value. Ask you agent who gives loans in your area, there should be one or two.

I don't know your market, but read and understand the fine print before signing. I have yet to see anyone profit financially in the purchase of a new mobile/manufactured home. Also, if it's not placed on an FHA approved foundation, meaning approved by an FHA inspector, your chances of resale are slim to none without a huge loss. That's just my personal opinion based upon my market experience. If payments are a problem, talk to a knowledgeable Realtor about subsidized loans and gov't backed loan/gift programs for low income and or 1st time home buyers (FHA-Ameridream & Neimiah, USDA-RD direct or guranteed).
