If it were illegal, the game wouldn't be played (mostly).

Pitching a horseshoe is done UNDERhanded. If anything, it should be illegal to pitch a horseshoe OVERhanded.

You gonna try to throw one over hand?

Those suckers are heavy. Throw one like a baseball, and you're likely to pull a muscle or shred your rotator cup.

I've never seen horseshoe players throw anyway BUT underhanded.

I have never seen a horseshoe thrown overhand. That would be harsh on the shoulder...not to mention a game that would have died out long ago.
