Good grief!! Are you the product of public education in the U.S.? Obviously, the only correct usage is B. In sentence A the phrase "startled by the noise" refers to an unstated noun or pronoun, not to the clock. In sentence C the prepositional phrase "in plastic bags" refers to the "snacks" not the "friends". It should, for clarity, be placed closer to the object that it describes. Unfortunately, misplaced modifiers (and many other grammatical errors) are all too common these days. Popular usage has really "dumbed down" spoken/written English in America.
