Big box pet stores get them from mass breeders or collectors.
There are several sites for live turtle. Some are great (http://www.turtlepimp.com, for example) some royally suck. Try the forum at http://www.turtleforum.com on dealers.
Just FYI- your turtle needs a little help.
1. The turtle is bashing the glass, a sign the tank is too small and/or the turtle is stressed.
2. The tank looks small for it anyway. Aim for 10 gallons of water per inch of shell length.
3. The basking site looks crowded for it. These guys really prefer basking while surrounded by water, not in a corner.
4. I did not see any evidence in the hood of a UVB light source, or any sign that the basking site is warmed to about 90F. The lights that are there look pretty close and bright for a basking turtle.
This is just based on the video, so could be mistaken, obviously.

There are alot of sites that bypass the federal law which states that red eared sliders under 4 inches are illegal to sell as pets. However, I must advise against this. Most people want a cute little baby turtle and do not think about what they will do when it gets big. They need a huge tank (they can get a foot long), they need a special heat lamp, a UVB lamp, a huge variety of foods, and a very high-powered filter. You may spend a little on the turtle, but you will spend it 100 times over caring for it. They also outlive their owners, so you'll need to have someone willing to care for it when you die. Please make sure you research what all you will need before buying one.

Baby turtles under 4" diameter are illegal to be sold to the public in the USA, wiht a few exceptions. They are illegal to be sold as pets that small tho . There are some that will not get too big. but ...
Best to get one at a local pet store. Get one that is legal tho...
I assume you can take care of them
I used to know who sells petco thier turtles but i have forgotten. I would guess they get them from a big dealer that either wholesales wild caught turtles or breeds them.

May i ask you why you would buy a turtle over the net? go to your local pet store they should have plenty..or go to www.sunshinedragons.com try them if they don't have what you are looking for they will for sure know who does.

idk if it is the same from where you come from,
but here it is illegal to buy a baby turtle because they most likely won't live
