check local news papers. there is a weekly paper here that people from the city and surrounding areas advertise thier sellables. It's a little harder to find a free one that way.
check out garage sales. they are usually cheap there and some people just want them gone so you can make a bargain.
try small thrift stores. they are very cheap there.
make friends with someone working in the fish department in a pet store. They usually have quite a few fish at home and know alot of people with fish. they may be able to give you some advice.
Or get a job in a pet store yourself. lots of people will come ask you if they can sell you tanks and fish and if you work in a store that does not buy things from people then you can offer o take it at no charge.

Check out every garage sale, classified ad, and swap meet/flea market you can find. If you don't have the money for a tank though, keep in mind you still have to buy equipment (filter, heater, net, bucket, siphon), chemicals (water dechlorinator), decorations (plants, rocks, caves, gravel), and fish! You may be able to get used equipment with a used tank though.

EBAY some people post tanks for a dollar as long as you are willing to pick it up.

If you can't afford a $10 fish tank, you can't afford to keep a fish well and happy.
