For example, if your license is suspended in Illinois, and you try to get a license in Florida, what laws are you breaking? Would it be Illinois law, or federal law?

You just wont get one. All states honor the others when it comes to a suspended license. You have to meet all conditions to satisfy Illinois before Florida will give you a license.
