You will need to get a quality electric fencer. If you buy a cheap one, it will not be as hot, hence, not as effective. You will need to make sure the wire is low enough if you have calves though. They will walk right under them. I have seen grown cow push right through a barbed wire fence, but once they get shocked with the electric one they will stay away from it.

Call animal control...they do more than dogs and cats.

They will write the owner a citation up to and including a court order to confine the animals or they will confiscate them.

That is actually a serious hazard.

repair or replace the fences, cattle are not hard to fence in or out if you have a good quality fence

Barbed wire at the top? If they come in thru the roads they also have these metal grid things that can be put in....I don't know what the name is? They use them in California.
