This sounds like a Mercruiser. Black 6 cylinder, Pontiac Engine. It just like a car and the Water Pump is on the front of the engine drive by a belt. In the lower unit is another water pump called an "Impeller" it is made of rubber and many times it may be damage from running without water or dry rots and falls apart. It just get the water up to the engine. There is an electric blower to remove fuel fumes from the engine compartment before starting, so you not blow up. Normally it had a sticker/plate say run for 4-5 minutes before starting the engine. Over time the sticker/plate may be gone.
The old Glastrons are a favorite boat for myself. I usually rewire for a more organized/simple setup and have a main Hot and Ground to a fuse box under my dash. Auto-Junk yards are a good source for cool Fuse Boxes and other external engine parts you need. Just look for 70's model chevy cars/trucks with a 6 cylinder.
