His current approval rating hovers around 30%.
Which means 70% of the nation disapproves of his policies. How that is good by any measure is inconceivable to me. It is hardly necessary to fudge already bad numbers.
Where does it say his approval rating is 19%? Please give us a citation for that number. Here is the one I found which gives different polling numbers on the question of his approval rating:

At 25% averaged over three different polls conducted in July, Congress's approval rating is not good either:

I believe this can be attributed to people being sick of all the partisanship displayed there. We are tired of nothing being accomplished and all the gridlock. Congress also needs to put impeachment back on the table. It is their duty to put an end to the notion the Executive Branch is above the law. It is not Constitutionally correct, in spite of what many believe.

How any liberals still support Congress that has even lower approval ratings.
Bush doesn't have to worry about reelection the DNC major in Congress does.
I work on that problem first.

Largely because they do not consider him a traitor.
Many people honestly believe that the ends justify the means, and that the chief executive has the legal right to break the law if the goals and intentions are good.
That's not what the law says, but that's what many people believe. So, no, it's not pathetic. It's their belief.
I just think it's a frightening belief, and exactly the same kind of belief as was held by the people of Germany in the 1930s. National pride above all else, the ends justify the means, destroy the people who are a threat at all costs, especially if their religion is different than ours.
History keeps repeating itself. The price just keeps going up.
