That is a difficult question to answer..city or capital ?
Each and everyone will have their own plusses and minusses.
Life style ?
Employment?
Inhabitants ?
Architecture ?
So many factors to consider..
I have never been to Madrid, so cannot comment.
I have visited Amsterdam a few times and I really loved it (architectural style) but - my opinon only - found the Dutch people fairly cold - sorry to the Dutch people over there - and accommodation is very cramped.
I love Paris but found that the people did not have the flexibility of Londoners who are actually a lot more agreeable and open minded than Parisians.
Not going to show off but have visited /lived in quite a few and it is a hard choice those days.
I loved Brugge (Belgium) and Tours (France) for the sheer uplifting they gave me. There is something magical about those towns. But so do many others...
I think I would emigrate to either Dublin or Galway (Ireland) if I had the choice. But life is very very expensive over there now.
After main deliberations and cogitations..I am still choosing Galway. It is vibrant, beautiful, absolutely delightful, lots of history, ancient buildings combining with the new, not too many tacky areas, the people are absolutely charming ( lots of bars too...!!!)..

The best one I've been to was Madrid. I went in late summer and it was perfect, but not the most hospitable bunch. I think my favorite would be Prague. Ive never been there, I have read and heard about it. Ancient structures and castles all over the place.

Manchester or York, love them both but outside of England, try Zurich, beautiful city and so clean with some very high dollar shopping. Luxembourg City is nice too as well as Antwerp.

Passau in Germany is exciting its on the vergence of the hotels and Danube rivers. it particularly is previous historic and as time-honored, crammed with church homes in spite of the shown fact that it particularly is sufficiently small to get around and architectually very intereting and photogenic? yet no longer lots is going on there. The Aqua bar next to the river and one or 2 golf equipment is it! A pupil city.
