There were several offers for help, and we took advantage of most. You will not likely find an exact number, given that the response became so politicized that no one wants to publish or talk about it anymore. In fact, the response becamse a bigger story than the suffering and tragedy for that exact reason - it was politically beneficial for Bush opponents so they kept the negative attacks alive as long as they could. Sure, there were mistakes. But those who believe that the government intentionally made them, or worse, caused Katrina, are on the fringes.
If you've ever worked in a large-scale response management team, you would know how chaotic and crazy things can be. It is not surprising that there was waste and mismanagment. That is "just the way it is" when it comes to things like that. And the reality is that people do not have the chance to practice under real-life conditions and it is very difficult to learn crisis management by the seat of your pants. These things don't happen every day.
There are a number of good stories that came out of the tragedy; many, many people saved, a lot of what people might call miracles. They don't find the national spotlight, and neither does the assistance we received from other countries.

You know, that is an interesting question. I do recall that Mexico sent troops (?) because I recall the news saying it was the first time Mexican troops had been on US soil since the Texas War of Independence. What else they did, I do not know. Seems like every time some place has a hurricane, or a mudslide, or a tidal wave, the US is there, handing out care packages, with donation sites set up in every town in the US to send more. With hurricanes Andrew and Hugo, with the eruption of Mt St Helens, with the earthquake in San Francisco and Los Angeles, with the floods in the east and the fires and mudslides California, I do not recall ever hearing that such and such a country sent so many millions of dollars in aid to us. Perhaps we should pay more attention to the old saying "Charity begins at home"?

A few have offered to help, example Japan.
Many countries have outstretched hands when they need American money or help, but are quick to come out with the "America Go Home" signs or the "America the Great Satan" chants as soon as their need is gone. Indonesia is one such country. Palestine and Pakistan are others
Our politicians are quick to spend many billions of our money to help these rogue nations yet cannot find money to improve our educational systems or to do something about our incresingly unaffordable health care system.

Quite a few offered help. I think even Cuba offered to help. Nice of them. Of course our government turned them down, so that our people could live in those wonderful FEMA trailers full of disease causing formaldahyde.

Cuba has long history of hurricanes. They respond rapidly to small communities, yet President Bush would not allow Cuban disaster experts to help. So people died.

Mexico sent up plenty of workers to help out. Other than that I don't actualy know of anyone else that helped out at all.
