It depends on how much congestion on the net there is and the route the signal takes to get to the pinged computer.

gaming wise you mean?
theres tricks to it.. depends on
1) your connection speed
2) the connection speed of the host server (holding the game)
3) if you modify the defaults in games
like i used to play soldier of fortune, a friend gave me a file which lowered the res/detail and changed the frame clip rate and the ping dropped as a result..
BUT be careful as changing the frame rate to a very low value can be seen as cheating in some cases if its THAT low. Some servers that use punk buster etc will detect it and ban you..
within bounds you can change certain values in the config of a game, but not go over the top.
Don't use bots or wallhacks either, they are for noobs with no skill =)
and you will get named and shamed if you do.

you get low ping when there is some wrong with the wire or the wireless you are useing. no it doen't depend on a connection speed.

Yeah, but not just that it also take CPU Speed and (RAM) and Graphics in to it as well so if you have a really good compy as well as a decent internet connection your ping will be lower
