Recently, videos I've watched have had to buffer more frequently than they used to. On flash videos, I can only watch like 15 seconds before it starts buffering again. My indicator at the bottom of the screen says my connection is at 100 Mbps since we have DSL. I tested my connection speed at here were the results:
Download Speed: 275 Kbps
Upload Speed: 136 Kbps
These numbers seem kind of low--or are they normal. I just need to know. Thanks!

The 100 Mbps you see on your connection speed on your computer is the speed that your computer's NIC is running at. That has no relationship to your DSL speed.

Your DSL speed is very low. Ideally you would want to see at least 3 times the download speed though your upload speed is fairly typical. There can be any number of reasons for the low DSL speed. The three most common ones, in no particular order are:

1. Distance from the telco's CO or remote DSLam. DSL is limited to about 3 wire miles between the DSLam and your home. At the 3 mile limit, speeds will be quite slow and yours is typical of a connection near the limit.

2. Premises wiring problems. If you have a large number of phone jacks in your home this may significantly degrade the quality of any DSL connections. Also, if your wiring is in poor condition it will affect DSL speeds. Any audible noise on the line pretty much guarantees degredation of the DSL connection.

3. Missing filters on phones, fax machines, or answering machines. You MUST install a filter on each device connected to the phone line EXCEPT for the DSL modem. A commonly overlooked instrument is a wall-mounted phone. If you have a wall-mounted phone you must replace the wall mount with one that has an integrated filter

its not normal for DSL and as you said 100 Mbps try to test your connection again in this site :
