It depends on what you mean by "smarter". One a purely intellectual level, liberals (statistically) tend to have a higher education. But conservatives are often attribute to having more "common sense".
In the end, it becomes a question of who you agree with. If you think someone is making a good argument, then you consider them smart. If you think someone is irrational and illogical, you consider them dumb. It's almost entirely subjective.

Hard to say.
You could argue that liberals are more likely to vote for the democrats, and conservatives are more likely to vote republican (this is not completely true however).
Based on that, have a look at the link I have supplied. Makes interesting reading. Especially the chart.

You decide, you pay taxes, right? We have a $9 trillion debt, the Iraq war will cost tax payers $ 2 trillion, over the next ten years.
All this debt was ran up by Bush and Republicans for you to pay in your lifetime. Bill Clinton had a balanced budget all 8 years and even paid on the debt twice. Bill Clinton also never started a war with lies and got over 3700 of Americas best killed plus 150,000 wounded. Bill Clinton also had nothing to do with the 250,000 civilians dead in Iraq. Dick Cheney got $147,579 from Halliburton in 2001 and $162,392 in 2002. He was to get more money in 2003 and 2004. BTW, Bill Clinton had a IQ of about 180. Dick Cheney could very well be considered smarter by the Republicans, he got the $309,971 plus income in 2003 and 2004. I hope Cheney was smart enough to put the money in the stock market.

i understand clever human beings in the two events and not so clever human beings in the two events. I agree that Al Sharpton murders the English language yet he would not symbolize all Democrats. Liberal Democrats could sound dumb attempting to shelter Barack Obama and his failed rules of having the financial equipment shifting lower back. that's an impossible job.

I think both groups overall are equally smart. Your political affiliation is not based on your level of intelligence.

Neither.
The USA is "No. 1" in nothing but weaponry, consumer spending, debt, and delusion.
