I'm trying to avoid digging the old one up and was wondering if I could just replace the works inside.

This is a hydrant that you attach a garden hose to for watering the lawn etc...

Most yard hydrants can be serviced without digging. There is a long rod that runs down from the handle to the deepest point. This has a rubber seal on it that can be replaced. If you get the brand name off of it and go to a good (serious) plumbing shop they can sell you the kit to do it and probably give you some hints on how to disassemble the one you have.

PS: Don't delay. The longer it leaks the greater potential for damage to the metal parts deep in the ground and the greater the chance the replacement seals may not work, leaving you to dig it up.

Weather you repair or replace you will need to dig it up. The valve is on the end of the pipe that goes into the ground.

Most plumbing suppliers will have the valve. It is also possible that the rod that connects the handle to the valve has broken. Unless you are good at welding you will need to replace the hydrant.

You will probably need to dig it up. The problem could be that the main pipe (body)broke. Most yard hydrants screw into the water main. You may be able to unscrew it after turning off the water supply. Once removed, you can repair/replace the problem and reinstall. Typical problem is that the drain hole was plugged and the upper portion did not drain and it froze and split.

Are you talking about a fire hydrant? That is not your problem but the cities problem. Call them and let them know. They will fix it on their own
